IIt goes back July 7, 1998 when SP played a hometown show in Chicago during the Adore charity tour. Like many other cities, the Mayor's office of Chicago announced that day would be Smashing Pumpkins Day in Chicago. I think for many fans it was a special day because it was their hometown and it wasn't declared SP day everywhere, just in certain places (charity tour cities), on certain days. It also coincided (by a couple of days) with the 10th anniversary of the first SP show on July 9, 1988, which featured of course only Billy and James. It was better I think to choose that day, as opposed SP day announced in any other city to apply to all fans (eg. Minneapolis announced it was SP day in Minneapolis on July 17, 1998).
Related to that, for Act IV we had decided to carry on that tradition of treating July 7 as International Smashing Pumpkins for our first charity show and the Mayor once again re-declared July 7 as Smashing Pumpkins Day in Chicago in 2001 (thanks to Metro). A little over a week later, Billy made a post on the old O-Boards which I think reinforced the idea many had been running with for years, that July 7 is considered SP day: "I can't say enough good things about this last week...I always felt we had the greatest fans in the world, but now I am convinced...hopefully july 7 can always be a day where we celebrate the history of the band and take time to reach out and help others...everyone here has helped make this the premier music web site in the world, and it is only because of the die-hard fans wit and intelligence hat we are kept so on our toes (all the time)...so let me say, without regret and with complete sincerity, thank you..."
Simon on Ozphoria had done an article all about July 7 on SP.com in 2007 or 2008, which goes more into the possible origins and ways other fans had embraced that day as well. Wish the article was still around.
