I have some MP3 files in which I set the album cover with the software MP3tag, but when I open the file with Windows Media Player, it shows a cover different fom the one that I set (and was already associated with the file when I downloaded it). What could be the problem?

Windows Media Player.

Seriously, that piece of software crap always forces its own cover art, downloaded unwanted from the Microsoft servers, upon the cover art you selected for your files or it mysteriously happens to reload some former cover you already replaced.
Get VLC player instead or iTunes (even though iTunes for Windows is kinda weird, it let's you keep your cover art and there's a option to delete the default cover of each file before replacing it).
